There is a boy in Rasmura village (see below) that indicates that the statue of Yul that blocks the path into this area has been destroyed.

The statue indeed blocks you from moving close to it (until some, as yet undiscovered to me, flag is set) -- but you don't have to move adjacent to it to make it past:

I suspect that this is a pathfinding issue -- you aren't supposed to bypass the statue without setting the flag, but if this intended, the dialog for the boy should be changed (e.g. "I sure hope someone destroys the statue").
