Game wont change settings

Super Excited to Download and play, adjusted monitor settings to be able to play in windowed borderless and it reset to a different monitor. Once the game hopped monitors i cant click on Start new game, Options, Help or any of the others except exit to desktop.

I attempted to switch the monitor location and the windowed config file to no avail, as well as use the steam on launch commands and non of them seemed to work. (https://support.steampowered.com/kb_art ... -JMTZ-0860). Deleted the game and redownloaded, still nada.

Im still excited to play but my patience is sure running thin. any help here would be great.
