Dark Screen

I have recently purchased They Are Billions from Steam and am unable to play the game. I get a screen that is to dark to see anything and it looks like the shading is not being loaded correctly, Almost like the upper portion of the light texture is not loading. I have updated my video driver and changing all of the other settings in the display options do not have any effect on the game. I have attached a screen shot of what I'm seeing
